Traffic arrangement

A general traffic arrangement master plan for Oulu region was prepared during 2013-2015 by the City of Oulu, in co-operation with the municipalities around Oulu, the ELY Centre of Northern Ostrobothnia, the Council of Oulu Region and the Finnish Traffic Agency. The Oulu region traffic arrangement plan 2030 presents the common views of the parties involved regarding the target state of the traffic arrangements in Oulu region, as well as development guidelines and measures required for reaching this goal.

The municipality is responsible for street area construction and management, as well as that of pedestrian and bicycle routes. The total maintained streets and bicycle and pedestrian routes is well over 150 km, increasing yearly by two to three km on the average. The Kempele traffic policy defines the principles for street and route planning, construction and maintenance. The latest traffic arrangement plans can be viewed in the plan database of Kempele municipality, which has been made available online.

Roads

The Finnish Traffic Agency carries the responsibility for the construction maintenance of roadways (highways, main roads, regional roads and connecting roads) The roadways in Kempele are Eteläsuomentie, Kempeleentie, Ketolanperäntie, Kokkokankaantie, Kuokkamaantie, Lehmikentäntie, Piriläntie, Pohjantie and Vihiluodontie. Private roads

The responsibility for the maintenance of private roads is carried by the respective road maintenance association. In case there is no functional association, the road interest holders are responsible for the maintenance. For collector-type roads, the municipality has signed road maintenance agreements with the respective road maintenance associations. In this case, the municipality will be in charge of road maintenance both in summer and in wintertime. The road maintenance association will be liable for any damage incurring to a third party. At present, a municipal maintenance agreement is in place concerning the following private roads: Teppolantie, Tahkoseläntie, Mourungintie, Liimatantie, Ylipääntie, Rajakorventie, Isoaukiontie, Välikorventie and Luonungintie. In addition, the municipality is ready to take care of wintertime snow clearance for private roads for which the respective road association pay a charge to be agreed upon with the municipality. The winter maintenance charge is to be defined and confirmed on an annual basis.
